چکیده

Even with the rapid changes in the level of complexity and the uncertainty of the environment in which Belgian sea fisheries operate, fisheries management in Belgium is still mainly based on restrictive policy instruments founded in the biological approach of fisheries management science. Since they will continue to play an important role, this paper evaluated changes in three restrictive policy instruments and their effect on future fleet performance and dynamics, i.e. maximum fishing days, total quota-restrictions and licences. These effects are tested through scenarios in a microeconomic simulation model, including sensitivity analysis. This study opts for a dynamic simulation model based on a microeconomic approach of fleet dynamics using system dynamics as a modelling technique (operational base: Vensimr ©DSS). The results indicated that changes in maximum fishing days and total quota resulted in higher fluctuations in fleet performance and dynamics compared to changes in licences. Furthermore, changes in maximum fishing days and total quota had a direct impact on fleet performance, though not always as expected, whereas licences only affected fleet performance indirectly since they only limit the entry of new vessels to the fleet and they can block the growth of successful sub fleets. The outcomes of this study are translated into practical recommendations for improving fisheries management. Firstly, policy makers need to be more aware of misperceptions of feedback. Secondly, the results proved that altering only one type of restrictive policy instrument at a time often fails to meet desired outcomes. Therefore, policy makers need to find a balance in combining policy instruments. Finally, this paper opens the discussion on the future value of restrictive policy instruments in the rapidly changing, complex and uncertain fisheries environment. It suggests rethinking their use from “preserving a status quo and social peace” toward a driving factor in “stimulating fleet dynamics”.

Recruitment to the Norwegian fishing fleet: storylines, paradoxes, and pragmatism in Norwegian fisheries and recruitment policy

The majority of actors in the Norwegian fisheries consider recruitment of fishers to be the main future challenge for the Norwegian fishing fleet. As fleet recruitment is a highly politicized field, the problem of how to mitigate the recruitment problem is a subject of heavy debate. Some argue that recruitment problems are caused by low fleet profitability, while others argue that recruitment p...

Use of a counterfactual approach to evaluate the effect of area closures on fishing location in a tropical tuna fishery

Spatial closures are widely used in marine conservation and fisheries management and it is important to understand their contribution to achieving management objectives. Many previous evaluations of closed area effects have used before-after comparisons, which, without controlling for a full range of factors, cannot ascribe changes in fleet behaviour to area closures per se. In this study we us...

Managing fleet capacity effectively under second-hand market redistribution.

Fishing capacity management policies have been traditionally implemented at national level with national targets for capacity reduction. More recently, capacity management policies have increasingly targeted specific fisheries. French fisheries spatially vary along the French coastline and are associated to specific regions. Capacity management policies, however, ignore the capital mobility ass...

Presenting a Solution for Sustainable Control of Natural Gas Usage in the Fuel Fleet of Urban Taxis With a System Dynamics Strategy

Despite the presence of 90% of double-fuel taxis (gasoline + CNG) in the urban taxi fleet, fuel consumption choices are more dependent on pricing policies and factors such as gasoline subsidies and quotas, and with the slightest change in fuel rates and quotas, use natural gas fuel. . Impact and challenge fuel management in the public transport fleet. The main purpose of this is to identify way...

Evaluation of the bioeconomic sustainability of multi-species multi-fleet fisheries under a wide range of policy options using ISIS-Fish

In order to provide reliable scientific advice and support for fisheries management, it is necessary to evaluate the biological and economic sustainability of complex fisheries, such as multi-species multifleet fisheries. Existing policy-screening modelling tools are not fully suitable in this purpose due to either an over-simplified description of population dynamics, or due to the lack of con...
